On July 12, 2016 the Board held a Special Open Board Meeting:

Consideration of Closure – Yahk Elementary School

  • The Board passed readings one and two of a closure bylaw effective June 30, 2017

Consideration of Closure – Salmo Elementary School

  • The Board passed readings one and two of a closure bylaw effective June 30, 2017 unless deferred by the Board to a date no later than June 30, 2019
  • The bylaw references the Board’s intention to build an addition to Salmo Secondary School in order to accommodate a K-12 configuration in  Salmo

Consideration of Closure – Trafalgar Middle School

  • The Board passed readings one and two of a closure bylaw effective June 30, 2017 unless deferred by the Board to a date no later than June 30, 2019
  • The bylaw references the Board’s intent to construct an addition to Blewett Elementary School, and a renovation to Central Education Centre, in order to accommodate a K-7 elementary configuration in the Nelson Family of Schools

Consideration of Closure – Creston Education Centre

  • The Board passed readings one and two of a closure bylaw effective February, 2018
  • The Board intends to continue discussions with interested civic and regional governments as well as other interested parties that may wish to take on the capital costs of the building from the district in order to maintain community programming – and possible district programming

Consideration of Closure – Jewett Elementary School

  • The Board passed a motion to accept the Rural Education Enhancement Funding, and defer school closure until REEF funding ceases
  • The Board intends to continue to explore options for transfer of title or financial burden while also maintaining a public school program in the community.
  • This means the Board is not planning to close Jewett School at this time.

Consideration of Closure – Winlaw Elementary School

  • The Board passed a motion to accept Rural Education Enhancement Funding for the 2017-2018 and subsequent fiscal years for Winlaw Elementary School.
  • This means the Board is not planning to close Winlaw Elementary School at this time.

At the May 3, 2016 Regular Meeting of the SD8 (Kootenay Lake) Board of Education, the Board advanced another draft of the Facilities Plan.  Although the Draft Facilities Plan contemplates the possibility of several school closures, no decisions have been made in this regard with the exception of Yahk Elementary School.Because the Board has not yet completed the Facilities Planning Process, and recognizing that there is a projected enrolment of zero students for Yahk Elementary School for next year, the Board did make a decision to close the school for the 2016-2017 school year.  The Board did not make a decision to close the school permanently.As part of the process for the Board to complete a final Facilities Plan, it is required to facilitate a Consideration of Closure process prior to making a decision regarding the permanent closure of any school.  The final Facilities Plan cannot include a school closure, without the Board having completed a Consideration of Closure process.  The process involves a 60 day consultation period during which time Trustees can consider many aspects of the scenario, before making a decision to close a school.The Consideration of Closure process includes a community consultation meeting in each community where a school closure is being considered.  As well, email addresses for each school being considered will be set up for input.At the Board Meeting on May 3rd, the Board of Education decided to advance six schools for the consideration of closure process.  This does not mean they have decided to close these six schools.  It means that they will further consider each option before making a decision.  Their recommendation, then, was to consider the closure of these schools.

The Board also amended the draft facilities plan to include a plan for disposal for any SD8 property that does not presently provide programming for SD8 (Kootenay Lake) students.

Between now and July 5th, the Board will hold meetings at each of the schools it is considering for closure.  At these meetings the Board will hear from the communities involved, which will help the Trustees in their final deliberation.

The Board approved two special meetings, one on July 5, 2016 for School Closure Bylaw Readings 1 and 2, and one on July 12, 2016 for School Closure Bylaw Reading 3.  It is at these meetings where the Board’s final decision regarding the School Closures will be made.

In any event, the only school that will be closed for the 2016-2017 school year is Yahk Elementary School.

At its Special Open Board Meeting on March 29, 2016, the Board unanimously advanced DRAFT 1 of the District’s Facilities Plan forward for public consultation from March 29 to April 30, 2016.“In the first place, we want more programs and services for students. Infra-structure can’t be addressed with current annual facilities grant funding. With empty space and aging buildings we can’t invest in learning, in classrooms. The draft plan is somewhere to start from.” Chair Lenora Trenaman.“With daunting challenges ahead: declining enrolment, government funding and aging infra-structure, the draft plan is a starting point for conversations with communities about the 5000 students we have now, and the 5000 students to come.” Trustee Curtis Bendig.“The board received 100’s of pieces of feedback from constituents as a result of the scoring feedback period and is committed to its draft plan.” Trustee Dawn Lang.“It’s a very challenging conversation and we want to hear from everyone affected in the district. Making change is hard and when we walk away after completing this work we need to work together.” Trustee Sharon Nazaroff.
